Citizenship for Democracy

Democracy thrives on voting, yes, but also on informed participation, critical scrutiny, and the ability to engage in dialogue with those who think differently. This course proposes a practical mapping of citizenship: understanding how public policies are decided, how opinions are formed, and how institutions function; practicing tools for interpreting debates, data, and narratives; and developing skills to intervene responsibly in the public sphere.

Isabel Mendes Lopes

Isabel Mendes Lopes is a civil engineer specializing in transport and mobility. A native of Lisbon, where she has always lived, she is 43 years old and has built a career that combines technical knowledge with civic and political engagement. Currently, she is a Member of Parliament and Parliamentary Leader of the LIVRE Parliamentary Group in the Assembly of the Republic, a position she has held since 2024. Between 2021 and 2025, she was a Municipal Deputy in Lisbon. She is co-spokesperson for LIVRE. Isabel Mendes Lopes has focused her work on causes related to social justice, gender equality, environmental sustainability, and the defense of the common good and families, always seeking to interconnect the ecological, economic, and social dimensions with public policies.

Marina Costa Lobo

She holds a PhD in Political Science from the University of Oxford, with a thesis on the power of the Prime Minister and the functioning of the Government in democratic Portugal. She is currently a Research Professor at the Institute of Social Sciences of the University of Lisbon, where she works in the area of ​​institutions and the political behavior of the Portuguese people, from a comparative perspective. She has published on political institutions in Portugal, political parties and the EU, and on the impact of leaders on voting behavior. She currently coordinates the study on Portuguese Electoral Behavior, having helped develop the first post-election surveys conducted in Portugal, implementing surveys between 2002 and 2019 in all legislative elections. In 2023, she was elected Director of the Institute of Social Sciences of the University of Lisbon.

Pedro Delgado Alves

He holds a law degree from the Faculty of Law of the University of Lisbon (FDUL), where he is currently pursuing a doctorate in Constitutional Law (Statute of Holders of Political Office). He has taught at the Faculty since 2004. His research interests focus on Constitutional Law, Political Science, and Administrative Law, and he has published works on the republican principle, electoral systems, government structure and organization, access to administrative information, administrative litigation, environmental law, animal law, administrative organization, and religious freedom. Since 2011, he has been a Member of Parliament, having followed legislative processes such as the GDPR Implementation Law, the Law on Access to Administrative Documents, the Nationality Law, transparency in the exercise of public office, civil status and crimes against animals, the revision of the Rules of Procedure of the Assembly of the Republic, and the gender impact assessment of normative acts. Since 2022, he has also been a member of the State Secrets Supervisory Authority.
